At first it should be defined how far Elo could be calculated in CC with never the same "personality". Elo means something about performance of a stable entity with only similar aging effects. So, forget about Elo for CC programs. It's poor luck in such an event. we see that an Octal is worth perhaps 150 more Elo then a single core and most of these engines are within 150 Elo of each other

But I agree that the engine part is improved, not sure if it would play the significant role.
