pgn file of CTS problems question

I wonder if there is a pgn file of all the CTS problems at some site to download

There are 23803 chess problems that are not always about playing a single move.

I wonder if it is legal to use the same problems in another site with different time control because I think that the fast time control of CTS cause absurd rating for problems when sometimes simple captures get high rating not because people do not solve them but because people think if there is some trick
and it may be interesting to see rating for the same problems with time control that is 10 times slower that mean that people who solve a problem in less than 30 seconds get the full points and only people who solve a problem in more than 10 minutes get no points.

There may be a problem of cheaters who use computers to help them but I think that it is not a serious problem because most people are not interested in cheating and it is not really important who is number 1 in the tactical rating list.

I agree Uri - i would too be interested in such a pgn file.

That is why i prefer chesstempo using the Standard test set.

I consider CTS problems as better because part of them are also finding draws or finding best move that is not winning but only move that give position that is close to equal when other moves lose.

Note that pgn file is important also to analyze the positions and finding errors.
