MaxMSP seems a nice tool to design and tune an evaluation function, i.e. blending of a Sigmoid function to scale features from game phases. Or to patch some new eval features

Definitely. On a more prosaic level, I'm working on a GUI/UCI host which runs inside of Max and gives you patcher/programming-level access to most of the information output from the engine and from the GUI (board layout, move success, PV, MPV and statistics).
