It is actually a 12 game test, and before the test, the engine play in the qualify division, another 14 games. If an engine cannot score 50% in the second league of qualify, the chances for that engine to make it to the higher division without an improvement is only around 20% or so. It is not a fail proof method, some gets in to a weaker division because of bad luck, but if they are indeed strong enough they get promoted by the next edition.
