I've compiled Mediocre Chess 3.32 by Jonatan Pettersson (http://mediocrechess.blogspot.com/ )
and embedded it's opening book into the exe. It may work for you.

first let me say that i am very grateful that you would take the time and effort to embedded the book into Mediocre and i thank you very much!
i downloaded the engine and sadly the program does not run from book
this must have something to do with the Resurrection interface and sadly i do not know how it works from a programming standpoint
i do notice that when i unzip your file a "book.dll" file appears in addition to the .exe file
the UCI Server for the Rev can only accept one file(the .exe file )to be loaded ..so perhaps this is the reason it doesn't work for me

There are only three files in the zip 'mediocre.exe', 'mediocre.ini' and 'readme.txt' Not sure where 'book.dll' is coming from.
There maybe a problem with 'mediocre.ini' though. The engine needs to read this at startup. Perhaps no external files are allowed at all.
It would be possible to remove the dependency on the file if that is the problem, but it will take a bit more additional time/work.

first off.. of course i would love to be able to play Mediocre with a book but i certainly cant ask you to spend any more time on this then you already have
you are correct it is not a .dll file it is an .ini file
but i am seeing 4 files when unzipped:
.exe-3628 kb
config- 1kb
.usg-1kb
readme-15 kb
if you want i could email you other three files as an attachment(i dont imagine you need to see the .exe file)
but again ..please do not extend yourself any more then you already have on my account

I've given up on BlackBishop 0.98 because its poor time management after the first time control sees frequent losses on time.

Your interest i guess is to play games at tournament time controls for engine matches while mine is simply to play games against the engine itself
unless the engine is rated <1200 Elo.. I Rarely reach a second time control before throwing in the towel
i do notice that BB.98 had an ICC Rating of 2500+ in blitz and bullet which certaintly can give me a halfway decent game
of course .. the hardware that BB is running on in ICC is somewhat faster then my laptop it is still a worthwhile engine to have an as option for the Res II/Rev
