Don't think it makes any difference to the personality file. One thing I did is to create another prodeo and have it with a single per file. In this case you could load it up with the Pub settings... For me I used the average club player. Even went as far as playing some of the inbuilt personalities, to play each other, on a dual with eng-eng matches, full ponder... Oh, and a ctg book of 15 moves.
I like your idea of a pub player, think I will make one and hope to make an odd draw here and there?
My idea is Prodeo=weak chessmaster personality for Fritz.
If weak option Fritz, then ever long ctg book and tablebase (example mat 27 moves ..., pub? pche). 1 file -> only 1x for tournament, unfortunatelly.
