I was wondering if a dedicated chess board could play at Rybka 3
Level . Is This Possible?

Well for a pure dedicated computer the closest is the Revelation which has Rybka 2.2n8 running at 500 Mhz
it is rated 2650 Elo by the SSDF

However there is also the Novag Citrine which when hooked up to a PC can run Rybka 3 via the Arena Interface
this would run at the same strength of the host computer ..one needs to remember though that but once a board is hooked up to the PC sadly it of course loses its designation as a pure dedicated computer

I would be suspicious of any claims about bot strength, they can simply claim they are estimates once people buy them and refute the ELO strength claim.

In addition, a large opening book is important, or the engine will just play the same moves over and over again, which gets boring!

Sure.

Just use a modern CPU in the design and compile Rybka for it.

The only thing different about a dedicated chess machine is that they only run a single program (unless they use specialized chess CPUs like Deep Blue or Hydra) instead of running any program that you like.
