The more I look at it, I am not so certain that Rf3 wins, as Diep clearly blundered on 39. Kg2. Should have played Kh1 setting up the following position.

Istead of 5. a3? Qf3+
Better is 5. Rf1! and it appears to me that the game is back to even.

Better for black from the game would have been 39. Kh1 b3 40. Rf1 Qe4+ 41. Kh2
And black still has a slight advantage.
