Indeed the IP address is still 80.100.28.169. As it hasn't changed for more than a year, I suppose it is permanent.
I don't know if it is possibl to connect using Arena; if you can connect to FICS with Arena, there is a good chance that it will also be abe to connect to my server, which is FICS like. This is not a guarantee, though: BabasChess, for instance, can connect only to FICS, and not to my ICS or any other. (It uses some ICS-protocol extensions that only FICS implements.) If you cannot connect to FICS or ICC, there is little to no hope you can connect to my ICS.
The best way to know is to try it out. I will put the server on line about 1 hour before the event starts (so ~8 pm German time), to make such testing possible.
As to the reliability of the connection: I thought that Amsterdam was a major hub in the internet, in fact the place where the trans-Atlantic link enters Europe. And I live only 400 meters from Amsterdam. But, as they say, the proof is in the eating. This is one of the reasons for having these tourneys, just see how reliable everything works, and what the practical limitations are.
