My computer hard drive went belly up Dell replaced it

1. I lost Hiarcs 11 UCI 11.1 UCI 11.2 UCI

2. I have the Engines installed But the keys I have Don't work

3 I sent Emails to Haircs I get ( NO ANSWER )

I only have the Hiarcs support email, which it sounds like you already have tried. They're normally pretty quick in responding though, so perhaps somebody is on holiday.
Joining the Hiarcs forum and contacting Harvey there might be the next best alternative.
