2 moves if you meant from start position:

Yes, it's indeed a #18. But the wrong move in the original solution is already 9.Rd8+.
Here's the ChestUCI solution:

How do you set Chest to use the "C0/R1/K1/P1/X14" parameters? I'm using the latest 5.1 version.

Very easy, David:
SearchDepth=18
SearchMode = Special
ChecksOnly = 0
ThreatDepth = 1
KingSquares = 1
PieceLimit = 1
MaxMoves = 14
Or let ChestUCI do it for you -
set SearchMode=Special and put the following line in the clipboard before starting ChestUCI's search:
8/2ppppp1/rpR3k1/8/8/6p1/5pP1/7K b - - bm #18; 00:05 @ C0/R1/K1/P1/X14;
Or the 3rd method:
set SearchDepth=18 and SearchMode=AutoTurbo, and ChestUCI will find these parameters himself.

This is supposed to be a mate in 16. Lots of engines find a mate in 18
