Can White win in this position or it will be a draw?

With a correct defense Black draws, but White has nothing to lose playing on.

I really wonder if this 0 1 in the FEN is correct.
OK the 1 is obviously not correct, but what is the value of 0 really?
Since if it is 99 and black plays a non Pawn or capture move then it will be an instant draw.

I wonder why FEN strings are not treated with the way they should be treated by the GUIs, regarding halfmove clock.

But regardless of that this game should be a draw i guess, but white can continue and perhaps it can create something if black does not play flawlessly.

The fen is incorrect because I simply modified what was given in the original post in order to provide readers with a diagram.
