Stockfish-1.6.3 (8 threads) says that Rb5 wins. The position obtained from the depth 32 pv is a win for White, according to endgame tables. Here is some output from Rainbow Serpent, it does not get to very high depth I think mainly because of only 32 Mb transposition tables, but also because of extensions. The eval is climbing, but you would have to let it run longer to go past +3. Output this time from ChessPartner.
ChessPartner accepts the position from Harm-Geert but Shredder does not! So I had to change GUI. Strictly speaking, I'm not 100% sure about it but I think this in the ChessPartner GUI is not Analysis mode but game mode, with infinite time that means the King Safety in Stockfish and Rainbow Serpent is not made symmetric for White and Black, because that is only done when in analysis mode, but in this position, with no Queens King Safety is not computed anyway. I think I would prefer a symmetric King Safety so as not to have different behaviour when playing games but have not tested yet what works better.

ChessMind plays it right from the beginning (ply 1, 0 seconds
) but it does not get a very high score. At every iteration it thinks very long about Ra6 which causes a high EBF, so I did not let it run for a long time.
