The candidates to vote shall get numbers of supporters before they will get nomination, lets say 10 users - democracy.
When we are voting for president there are limitations for person which can be nominated i.e. it can not be the president of other country - so the mods of the others forum shall be EXCLUDED either - democracy.

Is not it ?

I see here so called limited democracy, it reminds me old times, if you are in the communist party you can vote and be voted
