Because they are all amateur engines, and don't have the time/money to go to big tournaments.

RobboLito (newest version is IvanHoe) is more of a community project, the Stockfish developers have no interest in attending tournaments, Strelka is a clone of Rybka 1.0 beta, and the Toga/Fruit people are insane.

But why Naun, Fritz, Critter,Spark, Komodo,Gull, Crafty, and the others on top 20(http://computerchess.org.uk/ccrl/4040/) don't ?, they are very strong, but they don't care about this event?
