Under "Engine Management" > "Details" > "Special" there is an adjustment to change strength via the % time an engine gets.

Strength in %: Here you can make the engine weaker. It will use only the given percentage of the time normally used for calculation

I don't know how well that would work for all situations when you want to weaken an engine, for example in human vs engine. Another option is that some engines can have their strength adjusted in their specific configurations.

For example, with Stockfish the skill level can be set from 0 to 20. Other engines use different scales, Houdini has 0 to 100, and some engines don't have an individual strength adjustment (but can be weakened by turning some features off, such as Null Move, etc)

I hope this helps.

Some UCI engines: Levels > Limit Playing Strength to ELO.
Some other UCI engines, start the engine and then: Engines > Engine 1 > Configure.

Winboard engines either by a command line argument or by modifying the engine's configuration file.

Or by changing the time that Arena gives to the engine, like Rob Nicholas described.

You can also limit the engine to some fixed search depth or some amount of nodes: Levels > Adjust. These will not work with all engines.
