New Ataxx engine

By accident when checking new releases/versions of chess engines for my UCI/XB chronology I found out
that Daniel Diaz (tempate) the author of Achillees dedicated most of this year to Ataxx.

I ported Weiss to play ataxx a few days ago - it has a fairly basic search and only material evaluation for now, but seems to play decently. I will probably try to improve it
