System does not run up to speed

I'm running the latest SF an a system with AMD Ryzen 5900X 12-core, overclocked to 4.3 GHz. Large Pages have been enabled. But while using infinite analysis in the Aquarium GUI, CPU never goes above 3.9 GHz. Is there some setting I must change in SF parameters or in BIOS?

A) fixed overclocks with Zen based CPUs make little sense imho
B) The CPU will throttle down a lot if it gets too hot. It isn't the first time Stockfish has proven cooling solutions to be insufficient.
C) No you can't change that behaviour. Even if you could, it would cause your CPU to overheat way past 110°C and probably break it in a very short period.

Conclusion: New cooling solution required to run SF at 4.3 GHz. Don't go for a fixed clock. Instead, adjust PBO II to use less voltage so the CPU is cooler and clocks higher. This way it'll also go much higher than 4.3 GHz if a single threaded work load is thrown at it.

The M1 Max would be a better solution for many reasons.

Manual overclocking makes little sense imho for Zen 3. Just leave things at default, and the processor will boost up to its power and heat limits automatically. I normally load mine with 12 threads, and it runs at a pretty constant 4.5 Ghz. From memory if I run at 20 threads it runs at 4.3 Ghz. That all just happens by itself at default BIOS settings. Let it do it's thing.

So much better than a base clocked poorly cooled 5900x ... Not.

That‘s not the point.
Doubling kn/s will bring between +1 and +5 elo = +3 elo (= 10 wins and 990 draws), depends on what he is doing and how he is testing.

He overclocked to 4.3 ghz but the cpu is running with 3.9 ghz = 0.4 ghz. That means he is unhappy about losing 0.30 elo!
Of course he can get the +0.30 elo increase and the 4.3 ghz and also +50% Watt usage, losing 50% more money and get 3x more noise and much more heat in the room.
He could save a lot of money and buy every year another high end cpu.

So you recemmond sombody spending 3000-4000 dollars so he can save a few dollars on the electricity bill?

Also both Alder Lake and Zen3 keep up with Apple's chips at low wattages:
