Two questions regarding computer tournament time controls

1) Minimum time for blitz in Arena?

I have set up computer tournaments in Arena (3.5.1) using blitz time controls. I wished to use the time control game in 30 seconds, plus 5 seconds per move. However, as the tournament is loaded, the clock change from saying 30/5 to 60/5. But then strangely, the first move takes approximately 30 seconds (this varies widely but overall it averages about 30 sec), so that for the rest of the game, it is effectively at 30/5.

My question: Is this a feature or constraint of Arena, and can it be overridden? It's odd, because other than the first move, the time control ends up being about what I want.

2) Computer tournament with time handicap?

Other than Arena, are there any other GUIs which can manage computer tournaments where one participant has a time handicap?
