From this page https://rebel13.nl/download/data.html is not more possible to download the 3.45 million games pgn. Where can I find it? Can someone that has downloaded the file in the past share it?

Try this link from The WayBack Machine:

The size of the download file is 472 MB. The size of the unzipped PGN is 2.24 GB.

I got the file from there, then filter by typing 3.45, then clicking over the only link with 'application/x-7z-compressed' MIME type. I can not replicate with the SCID file.
