I do not have either Windows 11 or Ryzen but maybe here some people do have a new 9950X already and have not yet heard about this?

The optimization will be automatic in a later Windows 11 update if I understand correctly? But there is a backport now available, I have no idea if it works for Stockfish and other programs too though. It is supposed to make more clear advantage of 9950Xover 7950X? But should also help on Zen 3 and 4 reportedly.
Reviewers found that in some cases the previous generation Ryzen 9 7950X looked like better value than AMD’s new flagship Ryzen 9 9950X. Over a 13-game average running at 1080p with an RTX 4090, Hardware Unboxed found that the 9950X was just a single percent faster than the existing 7950X. In productivity tasks, that gap was just 3 percent.
