sq64 - some pgn tools

Dear friends,

All of you are super familiar with Norm Pollock and his 40H tools. I'm rewriting some of his tools in Rust (which I'm learning). As a benefit, this will be available in executable form on Windows, MacOS and Linux. It will be a single executable (per platform) and (hopefully) every tool bundled within.

I'm just starting and make no claim of compatibility with 40H. Contributions, issues and requests welcome!

Thanks to Norm (and others) - I stand on the shoulders of giants who paved the way.
