I'm sorry, but I don't understand what you mean by Stockfish-dev. The last version of Stockfish before NNUE was merged can be gotten here:

Thanks. This source really belongs to the last (20.07.31.), the old Stockfish-dev.
It lacks only the development from that date what are in the NNUE version.
There is no such thing as an official Stockfish-dev that does not include the NNUE version yet is up to date.
On CCC Stockfish Classic plays (updated 16.08.2020.), authors are the old ones without Japanese contributors. The speed of Classic is ~50 % higher than SF+NNUE with classic eval.
You will need to contact CCC and ask them what they compiled to produce that binary.

Be aware that the name a Stockfish binary gives itself reflects the date that it was compiled.

O.K. but the date of update is independent from the date of compilation.
