It is just stupid to investigate a program through decompilation. If a participant doesn't want to provide the source code he is compelled to provide by regulations... Then just ban him. End of story, no circus.
I guess the life-time ban was just an overreaction by David Levy, because he was fed up by Vas' arrogant refusal to seriously cooperate in the investigation.

It’s also the case that nobody has to cooperate in any way with an organisation in general breach of the applicable Ethics Rules. Go take a look at the Ethics Committee web page where it is stated “following complaint of Vas Rajlich and Chris Whittington, ICGA is found guilty”.

Even if he was/is guilty, banning for life by an organisation that can be seen as "an organisation that everyone listens to" thus effectively banning from computerchess in general - I find that a bit harsh.
Regarding the cooperating: the match was in 2006 and the problems started in 2011 right?
