I see that both Fritz 8 and the dedicated RISC 2500 will announce mate in 14 in only 3 seconds..
Guess that means they are about equal in playing strength....

Actually it means, due to the fact the RISC 2500 is much slower than a modern PC, is much faster at finding mates. This is not surprising as Johan de Konig's program the King ver. 2.0 or close, is one of the best mate finders out there. However, this of course doesn't equate to overall playing strength or the King program today on a modern PC would blow the competition away. But you already knew this
Tested some PDA programs.
Fruit 2.1, 0.5 seconds with mate #14 announcement.
Toga ll 1.2.1a , 2.5 seconds.Mate #14
Pocket Fritz2, 30 seconds.Mate #14
Chess Genius, 30 seconds.Mate #14
Hiarcs 9.6 could not solve it in 5 minutes, even after playing thru the moves up to when the Black king is on a1 Hiarcs wants to take the draw by Ba3+ etc.Only after forcing the position to when there is only 5 moves left to mate does it see the mate.
Rybka 2.3.1 announces Mate in 16 in 0 seconds on my old AMD 1500 MHz machine with 192 MB hashtables. Machines are quite good at these forced mates.
