I interpret this as follows:

I will not release a new version, particularly if it will be stronger than the earlier ones.
I don't think that it really affects anyone. It is like Ferret. You knew that it existed and it was very strong, but it may as well have been stored in some galaxy far, far away.

So he may write a stronger program (I think probably he will) and he may not give it to us (which is his right) but I see that the choice to keep it or give it away has always been his and will continue to be.

The translation is incorrect, he did not talk about Strelka there. He was talking about other engines.

What he meant is: Suppose it is known that someone possesses Strelka sources (Like we know Sergey Markoff does, for example), and suppose that someone releases a new version of his engine, much stronger than previous one. In that case this community will readily suspect something wrong has taken place, even if it did not.
