How could someone with arena, look at a given position from a game, and search through games to find out when that position occurred before, and what moves were made?

I'm not sure if that is possible with Arena (I only use it to run engine vs engine tourneys), but SCID makes this a no-brainer. It runs under Linux and Windows and Mac OS/X. It is a tremendously powerful database management and training partner which makes using UCI engines very easy.

If you download SCID and have questions about setting up engines, post here and you'll get help from me or others here. Be sure to get the SCID from this link and not some older version:

Arena is a GUI for engine tournaments or analysis. You need something with a DB and games to look. SCID as mentioned is free. You could also try the free CBlight. I was told in another forum that the Chess Assistant products from Convekta can also open CBH files (databases in chessbase format) but I don't know if they have an up to date demo version.

What database of games have you got? Are they ending in PGN or CBH etc?
