One thing that disturb any formula for making a list is that different nations use different rating floor, so trying to calculate this for lower rating is difficult (impossible). Ex. Fide's floor is now 1400 I think, just a few years ago it was 2200. I think it will take some time before a Fide rating below 2200 are accurate. Ex. if I compare norwegian rating with Fide rating for players above 2300 it is almost the same (if they are active in both ratingsystem), but if I look at players around 1500 in norwegian rating they can have as high as 2100 in the Fide list. Norway have a floor at 400.
Another way to look at it is to see what average rating is in different systems, a full Elo system should have this around 1400. USCF's rating I think have an average about this. Norwegian average are around 1420-1440.
I think I recall a while back reading something about the standard formula (elo=8*ecf+600) being modified either for the top or the bottom set of players? (To try to make it more accurate.)
