He should have been cheating with the most excellent CEBoard . Using Fruit 2.3.1 or Toga II 1.2.1.a

Advances in technology will mean that the problem will continue to grow. One can probably combat these advances at World Championship level but it will be more difficult at lower levels.
but there is not much money at the lower levels of chess...and surely you can't maintain our interest in the game by cheating. i don't reckon their will be much cheating under 2000 level
The ban makes sense, perhaps it should be more extreme. In practice, it is hard to gain a lot of advantage by cheating in this manner as most of the tough decisions are made during time pressure, and running out of the hall to a hiding place is just not practical!
However, a simple way to stop collusion is the following:
1. Not allowing players to bring (or at least use) these devices in the playing hall (obvious).
2. Not allowing players to LEAVE the hall when it is their move. Using pocket fritz on your opponent's move is an impractical way to gain an advantage (as one will have to hide and anticipate many possible replies!).
A slightly more extreme idea is allowing players to leave the hall only when being accompanied by arbiter or assistant arbiter.
I think the long ban is fair since he tried to dismiss the whole incident by saying he was only entering the moves for his database collection and had not hit the analysis option.He should have admitted his wrong doing immeaditly and the sentence could have been shorter maybe?
If some really wanted to cheat he should of known how to quickly perform a hard reset which would have erased all his programs.
Or say that he thought it was his Monroi (a PDA device that is used in tournaments by players, that can only enter moves but no analysis is possible).
