Please download it at the SDchess website. Most of the other website are just pirate sites, and no one really knows if they are indeed what they say they are.

I'm having problems loading engine into my gui interface. I'm kind of new at this. The file is a .rar file i think. Can someone tell me step by step how to load engine after downloading? Thanks.

Personally I wont waste time or effort on Belka.

However, rar is a compressed format like Zip.
You can fin various programs to do the uncompression, one that comes to mind is Winrar. Google it.
