Since I kind of know how to run an engine on ICC using winboard, I have been fiddling around. I noticed that when using Polyglot, Romi loses on time in bullet time controls were as just WB romi has no problems and move instantly when low in time. I also noticed that sometimes Romi spends too much time on trivial positions in standard matches when ran with Polyglot. Is this a known problem?? Any help appreciated..

f.i. Marc Lacrosse released a package for running tournaments designed for very short time controls.
polyglot was part of it.
check your ini,and remember uci is not winboard.

Yes, it is a known problem. But using a modified polyglot by Jaap Weidemann will solve your problem. Yes, this is a known issue that happens only with ponder on.
The solution is to use an older cygwin1.dll, namely 1005.17.0.0

I'm also trying to study the advantage of using the polyglot adapter (and building P-books), and I found another modified version here:

Though based on an older polyglot 1.3, the author managed to enhance the code to make UCI engines perform well as WB engine. The good thing is, it doesn't need the cygwin1.dll file as it can be compiled directly in MSVC or ICC. I compiled ICC10 optimized pgo binaries for 32 bit (and a test 64-bit). I only used this for faster building of big polyglot books. But I haven't had engine time losses from my short testing. I'm not sure yet about this.
This includes the binaries and source.

As a matter of fact,i saw that in your post in the "toga forum".
I'll do some compiles+tests with it and maybe even try to port the changes to pg 1.4
(Or just wait for someone else to do it
pg+cygwin is problematic when the engine itself needs a specific cygwin.dll version ....

Using the version from Jaap Weiderman solves the problem. I did not try the other one Denis posted because I wasnt in the mood to experiment..I only goat another 15 hrs before the start of the tournament, Mike send me three betas at the last minute. I will most likely pick the last one as I dont have time to get enough games for any of them.

I hope experts like Dann Corbit or Master Jim Ablett could port it for us in MSVC. But the latest version of JW (bundled with the cygwin1.dll) is quite safer to use. Good luck with your possible porting and tests. Thanks.
