is it possible to design such a tool on the way ?
- some engines
- arbitration algorithm
or there shall be the other idea.

I suspect that Rybka with good hardware is already an electronic correspondence GM based on her playing strength.

How does a person join a correspondence chess game? Don't know anyone who plays but would greatly enjoy it.

There's a Correspondence Chess subforum over at the Rybka forum where people play correspondence games and post the moves. Lot of interesting games which are fun to watch!
