Apparently the U.S. Treasury sanctions are the reason. There have been all sorts of other allegations again him over the years though. Sports federations seem to attract shady types. It is not just in chess.

Ilyumzhinov did not resign
The actions he took were to make a FIDE championship more palatable to the USA. I don't know if it will work or not.
Deasil is the right way to go.
