In the first example #-46 means, that whatever move black is making, white can mate in maximal 46 moves (for the best defence of black, in this case 1... Nf3+) - for any other black move white has an even shorter mate (in 7, 6 or less moves for this example).

Your pv (for the 1st problem) is exactly the same as the output from my ChestUCI solution, but it shows only the first 28 moves. After this 28th black move there's a #19 for white:

1... Nf3+ is the best defence for black with a following #46 for white, every other black moves leads to a shorter mate for white.
So what do I (or you) not understand correctly here?
