Maybe the one on the website is 0.09?
Not a sure way to check it but I did a text search on my computer where I had downloaded the exe file and 0.07 returned no results but when doing a search for 0.09 the search result returned the exe file.
Of course that would only be if the author did put the version in the exe file.
Edit: The one on the website is 0.09. When loaded in Winboard it shows the 0.09 version number.

Have you tried a right click on the executable? Then Properties\General and have a glance into 'last modified' or 'modified' or something like that. It might answer your question about the date, at least the date when the executable was built.
This trick has worked for me for a while in Windows.
I tried that trick, but the Date Modified I get is the date I downloaded the file.
I looked up reger.exe in archive.org, and version 0.10 was added to the Wayback Machine on January 31, 2012, so it has been around for a few years now.
Funnily enough, I also looked up the author's other program JS Bam in the Wayback Machine, and the version there is 0.52 added in 2006, which is a different file size than the 0.52 version I downloaded in 2005.
