I think you have to be a member of Arves, or subscribe to the magazine alone. Both cost the same I think. But I'm not 100% sure they will continue publishing the paper edition of the magazine forever, as this is usually not cost-effective anymore, compared to electronic versions (PDF).
The link to the subscription is a bit hard to find but I think it is here. You have to mail the treasurer, Marcel van Herck.
I used to be a member, but that was some time ago. The periodical is a nice read, and I remember there were many addendums and special issues.

Yes, there is plenty of material for study there
The subscription page was hard to find. The first 152 issues of EG can be viewed online now. I think you still have to set up the pieces yourself? I am not sure if now there is always a FEN string included, maybe there is.
You can see also some examples (pictures) of books dedicated to endgame studies. For that now you best go around searching second hand bookstores I think. The books from Jan Timman are recommended! Jan van Reek was another study author who published his own books. I own a few of his books. Sadly I learned just now that he does not live anymore, he died almost a year ago in August 2015. Subscription information on the page you cite is correct; I just checked the July issue, which was delivered a day or two ago, and it is the same.
