Time control: 1 min per game + 1 second per move.

Result:
LC0 6.5 points
Stockfish 33.5 points
= LC0 is 285 elo weaker.

But if this would be an rtx 2080 ti gpu, then LC0 would play ~300 ELO stronger.
= So LC0 network 31449 would be 15 elo stronger than newest Stockfish 201118 dev with 4 cores.
Also note that time control was in big favor of Stockfish.

LC0 could play better with better hardware
Stockfish also could play better with better hardware and 4 cores is not the best hardware that stockfish can use.
Time control is the same for both programs and I do not understand the reason you say that time control was in favor of stockfish.

Finally
300 elo is only speculation and the only way to find if lc0 with 2080 ti gpu is better or worse than stockfish with 4 cores 4.2 gh in some conditions is by testing
In any case 15 elo is below the error margin with only 40 games.
