tool to label pgn files with elo ?

How to tag pgn files with "WhiteElo" and "BlackElo" ?
I couldn't find any single tool since you would need a rating tool ( or a list) to label the PGN file with.

I think PGN tool http://40h.000webhostapp.com/ from Norm can do this.
