I computed perft for some plies: from 1 to 7 with JetChess 1.0.0.0 and gperft 1.1 perft counters, then perft(8) only with gperft 1.1:

Did you prove that it is a draw?

evaluation of engines prove nothing.

Stockfish give initially big advantage for white but the evaluation goes down.

Position might be "legal" (that is, it doesn't violate any chess rule) but it is impossible to get to that position playing from standard start position.

Position is illegal because with no captures the white rooks has no way to go above rank 2

Best is Re7xe8 based on stockfish when other move lose more than 4 pawns.
Gravitation works against white and the score tend to be lower for white if you search deeper so I am not sure if Re7xe8 is enough for a draw.
