How to create CTG book with actual play probability?

Does anyone know how to create a CTG opening book from a PGN file of games such that the probability of an engine playing a certain move is the same as the probability of that move among the games in the PGN and not something taking performance into account?

I used ChessBase to create a CTG book from a PGN and when I imported this into HIARCS Chess Explorer Pro the probabilities in the "play%" column (which is the probability of an engine playing that move) doesn't match the actual play probability but is something else that seems to be computed taking performance into account (see https://hiarcs.net/forums/viewtopic.php?f=2&t=11954). I haven't seen any option in ChessBase to change this.

For Polyglot bin books I can achieve this by setting equal weights for win/draw/loss. But I cannot use Polyglot books in HCE.
