The FEN is busted because it shows a 100-move counter, so any engine will instantly claim a draw. That needs to be removed before analysis.

8/2k5/7R/2p5/P6B/1K2r3/8/8 w - -

And, according to 7-man TBs, all moves for White win. So I'm not sure of the point of this post.
