I know that Fritz 17 doesn't support it, but Fritz 12 does. I wonder which is the latest GUI that supports the old .eng format?

It's easy, do not use any manufacturer's own formats. Everytime, everything, everywhere...
You can try this program: ChessBase Reader 2017

I use the latest Fritz 8 GUI version for .eng format. Works perfectly in Windows 10 Home. A superb GUI. The latest graphical interfaces from ChessBase resemble a Christmas tree: baubles, tinsel, candles, figurines... maybe there are candies too. It is possible, around Fritz 20, that even the programmers no longer know exactly the functionalities. HIARCS Chess Explorer knew when to stop.Juan P.
