Since the majority of chess players are NOT stronger than 1400, which is probably more than 75% fall below 1400. As you perhaps know, I was extremely active between 2010 and 2015 after I introduced UCI/XBoard engine support to Android in compiling engines for Android and running tournaments, and you can still find a (now outdated) rating list of engines there. I did all this because of my enthusiasm improving the Android chess ecosystem!
However, I stopped doing this, since I was a bit disappointed in the lack of interest by engine authors for my efforts (with a few very positive exceptions). In addition, all recent security changes on Android have made installing engines from SD card impossible, and the engines need to be packed in OEX or Chessbase format.
As a GUI writer (since my BikJump engine plans for improvement have been in the fridge for a very long time), my hope is that engine authors themselves are interested in providing Android versions.
I hope that makes sense....
