Dear Sir / Madam,
(1) where can I download Wasp 6.63 dev?
(2) I was using Wasp 6.50 on Arena 3.5.1 on my laptop (i5-6200U @ 2.3 Ghz, 8 Gb) 768 Mb hashtable size, 150 seconds per move. Wasp 6.50 is using 112 seconds or 113 seconds to make a move. Is this a bug? Other chess engines like Stockfish, Rubichess uses 150 seconds, 149 seconds respectively.

Wasp 6.63 is a development version and not generally available. I hope to make about a 50 Elo improvement over Wasp 6.50 before the next release version. This is proving difficult for me 
Wasp adjusts the search time based on things like how much the score has changed relative to previous iterations and when the best move last changed. Perhaps for future versions I'll eliminate this time adjustment when the GUI sends Wasp a fixed search time.
