I was playing this game in Antichess or giveaway chess in chess.com and my opponent cheated by NOT taking my Rook first, I believe his cheated since he was supose to take my Rook first

What do you mean ? I offered my Rook for him to take it, and according to the antichess rules which is similar than checker if there is a piece to take unless he has other pieces to take you must take it including the King, plus there is not checkmate to the King or draw by stalemate; but in case of a stalemate the side that can not move win and whoever manage to get rid off all his pieces first win the game that is why it is also called Losing Chess, or Giveaway Chess.
