Actually, the reason is that I have a waiting list of 40+ engines to test for the 40/15 list, and I'm not looking at ones that are weaker than 2400 for now. The CCRL member said he does not want to test my engine because my engine only uses 5MB of hash.

This release be a PST/material only version, which naturally has a rating below 2100.
