The tournament starts at 1 hour past midnight for you and me. Actually, I don't think it is military time, I think it is international-except-for-the-US time. Peter is using US Military time to describe the time without confusion.
We US citizens use am and pm. Here in the US only the military uses the 0hhh hours method. I suppose it must not be too international. Daniel didn't understand it.
