One could say that based on Bullet alone, his performance seems to be even higher than many of the current top 10 players. Ofcourse, that cannot be compared with classical games but it does atleast make a case that Niemann has capability of playing over 2650.
There are few exceptions like Andrew Tang, who is thin, fit and agile hence able to play faster despite being rated sub 2550 in FIDE but the exception is not the rule.

Self playing programs get detected because a lot of people use it. If you do something on your own, it is likely to be not detected. But actually you don't even need a self playing program, just something that observes your game window and gives out a multi pv. For a good player it should be enough to get hints from time to time. I guess the software for this exists, and can't get detected if it is running on a 2nd computer.
But we get on the way for an instruction how to cheat. I'd like to stop that here. There are many ways to cheat, even in bullet games.

That kind of cheating will most likely be flagged by Chess.com. He was telecasting his own games LIVE in Twitch while playing similarly strong players, that was when he became popular in Twitch.

I guess if any obsessive person really wanted to, they could search thru the FIDE list and whittle down whom these might be by finding exact rating matches at some point in the past few years. Of course you can also cheat in bullet chess and there are programs just for that. If you watch the interview with the founder of Lichess, he says it is a continuous war between the creators of cheating software and Lichess trying to keep up with new software and banning players that use them. With Lichess I think it is more difficult to control as it is free to join. With Chess.com you have to pay ... so each time you get banned you have to pay again for a new account. Of course it is possible to have your own private software that only you have .... but you really need to be motivated to go that far.
