The first thing to say is.....do you think it will play h4 if we play Be5?
I doubt it but if it did......
19. c4 Be5 20. h4 Bh2+
Then it has two moves Kh1 and Kf1. It would not matter either way as we would then play Bf4.
Ra5 could wait in that instance.

My vote : 19 ... Be5
This may lead to the exchange of the bishop, but how long can we avoid it ?
h4 is no threat after Be5 as Chris' analysis shows.

19.c4 is not a good move.
I vote 19.....
Be5 also.

19.......Be5; 20.Qh3, Bf4; 21.Bd4, e5 should be okay.
19.......Be5; 20.h4, Bh2+; 21.Kf1, Bf4; 22.Bd4, e5 should also be okay.
