According to Einstein's Special theory of relativity, time is relative. Time depends on the reference frame of the observer. If one observer moves with a speed of light then the time will slower down for him. On the other hand if the other observer moves slower than the speed of light then the time will pass faster.

Why ? He has already explained why it uses only a small amount of memory, and it is not a CCRL requirement that an engine must use the "maximum" amount:
2) Smaller hash size can be used if an engine has problems with particular hash size, or if it does not allow to configure hash size.

Fair enough. I'm sure he can put some lines of code in there that makes the engine take up 256MB and do absolutely nothing with it, to keep you happy.
